CPHD and SIDD options added to image Type in Search Results Filter

CPHD and SIDD image formats are now publicly accessible, and all users should have access to the capella-cphd and capella-sidd image collections. For consistency and to make these more discoverable, they have been added as options to the image Type category in the Search Results Filter.

• Custom image width footprint display in Mission Awareness after task submission
• Border highlight display for the Collection Time button on the Single and Repeat Tasking form
• Target Name and Target Description field values now persist when modifying a Single or Repeat task
• The billingEnvironment and skipBilling parameters have been removed from the Public API tasking parameter documentation for the POST /task and POST /repeat-requests endpoints
